Pastor Joel Saint Amour  became pastor of the Vine Evangelical Baptist Church in September 1989 and continues to the present.
Pastor Joel  attended school in Haiti, after which he was principal of the High School  at Mirebalis. He graduated from the Missionary Church Seminary in Jamaica. 
Since then he has been in ministry in Haiti.
